How digitalization of the construction sector is developing, the Prime Minister said

“In order to strengthen control and improve the quality of construction work, the E-Kurylys information system has been developed, which is aimed at ensuring the transparency of the construction process. Also, to ensure the efficiency and transparency of the design processes, work is underway to create a single database of developed projects (feasibility studies, POI, including standard projects and technical specifications) for re – application at state facilities, which will allow to introduce the practice of building facilities using design solutions of already implemented projects, as well as reduce the time and cost of design and construction, reduce labor costs, minimize the risk of additional work and cost increases,” Askar Mamin said in his response to the deputy’s request. According to him, under the State program “Digital Kazakhstan” is the introduction of an information system of the Unified State Real Estate Cadastre, which will provide for the publication of accessible information to the public on land and real estate cadastre. “Moreover, the state expertise has moved to the principle of “one window” in electronic format through the unified portal epsd.kz, which provides the necessary level of transparency throughout the process of reviewing projects and reduces the human factor. Since 2016, work has been underway to introduce information modeling technology for construction projects-BIM-technology, which is a key tool on the way to digitalization of the construction industry, ” the Prime Minister reminded. He stressed that the introduction of BIM-technology is designed to ensure transparency and automation of the examination of design and estimate documentation, reliability in the calculation of materials and resources, to eliminate corruption risks and problems of inconsistency between adjacent sections of the project. “Information modeling technology will provide a positive effect for the state and society in terms of timely implementation of construction projects within the stipulated budget, that is, without price increases. Currently, the Ministry of industry and infrastructure development is implementing an action plan for the introduction of information modeling technologies. To date, conducted all the necessary preparatory work to develop appropriate regulatory-technical base of documents (further RTB) in accordance with international experience (in 2017. – 2 RTB and 5 international standards, in 2018. – 6 RTB in 2019. – 4 RTB) developed BIM-based classifier for consistency of terms and concepts across the industry.
